Summary This position is in the Office of Land and Emergency Management, Office of Emergency Management, Chemical, Biological, Radiological, Nuclear Consequence Management Advisory Division, Field Operations Branch. About: The Office of Land and Emergency Management (OLEM) Responsibilities You will: Serve as nationally and internationally recognized technical authority in the field of decontamination, risk analysis (including risk assessment, risk mitigation techniques and risk communication) as it relates to environmental emergencies involving radiation, protection of population and the environmental from unwarranted exposure to ionizing radiation. Provide consultation to other Federal, state and local health, environmental and natural resource agencies on problems associated with exposures to radioactive environmental contaminants. Serve as the Airborne Spectral Photometric Environmental Collection Technology (ASPECT) Health Physicist national authority and Agency expert in the field of airborne spectral photometric technologies and infrared remote sensing systems for the detection and measurement of radiological agents resulting form an accidental release or terrorism incident. Direct, participate, and lead Internal and External CBRN Preparedness Workgroups. Serve as Contract Officer Representative and/or Interagency Agreement Officer. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position. Requirements Conditions of Employment You must be a U.S. citizen. EPA and non-EPA applicants must submit transcripts/course listings. Pre-employment drug testing is required and random testing thereafter. You may have limited exposure to hazardous materials. Position may require heavy lifting of equipment through rough terrain. This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter. You will be required to obtain and maintain a top-secret security clearance. This position requires the use of personal protective equipment (PPE). You will be required to meet ongoing specialized safety training requirements in order to meet field safety standards. During an incident, you may be required to work alternate work schedules at emergency response sites, including nights shifts and weekends. #LI-Onsite Qualifications NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as experience evaluating potential health effects resulting from exposure to radioactive materials; and interpreting scientific data related to risk analysis for environmental emergencies. Skill in oral communication sufficient to present scientific information to national and international organizations concerned with radiation science. Knowledge of principles, theories, and practices of health physics to serve as an authority in providing advice and guidance. Ability to advise, counsel, and instruct personnel on methods of dealing with radiation hazards and procedures. Ability to interpret models for calculating risk from ionizing radiation. Skill in developing written materials to convey information from scientific studies on radiation health effects. Skill in interpreting results from scientific studies on risks of health effects from exposure to radiation. Ability to provide scientific expertise on radiation protection issues to senior management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus; OR a combination of education and experience which included courses in the fields included in the described course work; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education comparable to the described coursework.
