Summary Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. Responsibilities The position is located in the Law Enforcement Information Coordination Section, Flight Operations Branch, Flight Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). As a Federal Air Marshal, you will perform the following duties: Serves as NORAD-US NORTHCOM primary TSA expert, resource manager and principal point of contract for planning and coordination of response mitigation for current operational and future security issues that affect all transportation modes and systems nationwide, with particular focus on aviation security related issues and Defense Support of Civil Authorities (DSCA). Serves as the primary authority on the application and implementation of FAMS law enforcement and security management policies and procedures. Advises NORAD-US NORTHCOM or TSA, as applicable, of any significant changes in policy, plans or defense and homeland security missions, emergency preparedness, and/or continuity of government. Establishes and maintains effective liaison with other law enforcement agency representative assigned with the NORAD-US NORTHCOM Interagency Directorate, as well as other federal, state, and local law enforcement partners as may be required to facilitate the execution of assigned duties in furtherance of joint TSA and NORAD-US NORTHCOM objectives. Leads and participates by articulating, both verbally and in writing, TSA goals and objectives to local state and Federal law enforcement partners, as well as myriad of transportation security stakeholders. Serves as the TSA's on-site subject matter expert to NORAD-US NORTHCOMs interagency incident management team during contingency operations, providing the non-DOD perspective to the Commander to proactively anticipate the prevent gaps/seams that could impede interdepartmental coordination. Educates NORAD-US NORTHCOM senior and mid-grade staff members and interagency representatives on TSA capabilities, authorities, and operational processes. Partners with customers and stakeholders on strategic recruitment initiatives to improve CSD's ability to attract and recruit highly qualified and diverse workforce. Qualifications To qualify for the SV-K Pay Band (equivalent to GS-15), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following: Applying knowledge of Law Enforcement/Federal Air Marshal Service (LE/FAMS) mission, and related managerial and operational training principles. Applying law enforcement functions, laws, policies, and procedures to include familiarization with judicial process, criminal statues, rules of evidence, precedent court decisions, and legal aspects of investigations. Implementing technological solutions, and the creation of new methods and procedures to solve complex management problems. LAUTENBERG AMENDMENT: This position may require the selectee to carry a firearm. Any person who has been convicted of a misdemeanor crime or domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (9)). A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement, or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense. Conditions of Employment: This is a Secondary Law Enforcement position. Emergency Essential Position. Top Secret/Special Compartmented Information (TS/SCI) security clearance is required. This is a sensitive position, and the selectee must successfully obtain and maintain a Top Secret/SCI security clearance as a condition of placement/retention in the position. Selectees will be subject to random drug and alcohol testing during employment; successful Drug and Alcohol test (negative results) must be achieved. Selectee is entitled to Law Enforcement Availability Pay (LEAP) of up to 25% of base pay for availability to work substantial amounts of "unscheduled duty." DHS TSA employees may be subject to 24-hour on call duty in the event of an emergency. This service may require irregular working hours, work locations other than the official duty station, and may include duties other than those specified in the position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress. Must carry a firearm and maintain proficiency. Must meet qualifying medical and physical fitness standards. Incumbent is expected to successfully complete all agency required training. Incumbent is required to submit financial disclosure documentation. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
